Article IV: Foreign Affairs
Section I:
Treaties are written by the President or any Cabinet representative and require two thirds Cabinet approval, the approval of the President, and a two thirds approval from the Senate. A treaty serves as a formally concluded and ratified agreement between clans consisting of; peace terms, alliances, cease fires, and any negotiation of agreement between two or more clans.
Section II:
All alliances are proposed as a Bill and follow the same process through the Cabinet. All allies must demonstrate that their clan is organized, sustains a healthy population, does not steal maps or members of the RN or any of the RN's allies. Any alliance with a clan that follows no set of morals and demonstrates ruthless, unjust behavior shall be denied. Support of allies in times of war is not guaranteed nor expected. Poor behavior of an allied clan's member towards the RN will be addressed but not serve as a threat to the alliance depending on the circumstances or the position of the member.
Section III:
The infringement on the RN's security and on alliance terms (Whether allied or not) shall pose as an act of war if intentional. While the violation of a single term is not a sentence to war, the continuous infringements will result in conflict; provided the Cabinet approves the declaration of war. A declaration of war grants power to the Commander-in-Chief and all military officers under his command to wage a war.
